		<description>Weather prediction was close to being compared with Astrology. It is no longer so after the advent of satellite pictures and the measurements of wind velocities and directions. It is awe inspiring to realise that there are two regions of clouds separated by a cloudless region and it is a thrill to watch the the clouds as the 747 flies past them from clear blue skies at an altitude of several KMs to land at an airport on the ground!</description>

Maybe the area affected by such methods is too small... but anyway, think about the political mileage a minister can get out of by producing rain at will!
